Steven R. Frazier Appointed Interim President of Northwestern Connecticut Community College
The Board of Regents approved the appointment of Steven R. Frazier as NCCC Interim President effective Oct. 1
The Board of Regents for Higher Education approved the appointment of Steven R. Frazier, Ph.D., as Northwestern Connecticut Community College’s (NCCC) Interim President effective Oct. 1. He is currently NCCC’s dean of Administration, and succeeds President Barbara Douglass who will retire as NCCC president effective Oct 1. Dr. Frazier will serve until Dec. 31, 2015, or until a new president is appointed by the Board of Regents.
Dr. Frazier brings 26 years of community college experience, and has served as NCCC’s dean of Administration since 1995. He was also NCCC’s Acting dean of students and an adjunct professor.
At NCCC, Dr. Frazier supervises more than 50 budget, finance and administrative personnel, while overseeing financial aid, purchases, budgets and contracts. He has developed and implemented NCCC’s facilities master plan; established college policies on budget development; and successfully managed Student Affairs. While serving as Dean of Administration, the State Bond Commission approved $24.65 million for a new 24,000-square-foot building for the Veterinary Technology Program.
In addition, Dr. Frazier has served as dean of Administration and an adjunct instructor at Clinton Community College in Plattsburgh, NY. He had a 17-year career in the United States Air Force during which he rose to the rank of Lieutenant Colonel, and was a comptroller and squadron commander at the Plattsburgh Air Force Base. Frazier was an instructor at the U.S. Air Force Defense Intelligence College in Washington, D.C., and a budget analyst. He also served in the United States Army.
“I have great pride in Northwestern Connecticut Community College and am deeply honored to serve as interim president on behalf of the college’s students, faculty and staff,” said Dr. Frazier. “My experience has prepared me well for this interim role. The college’s educational programs are excellent and its role in the community is vital.”
“We are very appreciative of Dr. Frazier’s ability to take on this role to ensure a smooth transfer of leadership,” said Board of Regents President Gregory Gray. “His knowledge and considerable experience will make a positive impact on both Northwestern Connecticut Community College and the Connecticut State Colleges and Universities system.”
Dr. Frazier holds a Ph.D. in education administration from the University of Connecticut, an M.B.A. in management from Golden Gate University, a bachelor’s degree in economics from Worcester State College, and an associate degree in business from Quinsigamond Community College. He is also a Certified Public Accountant.
He sits on the board of directors of the Northwest Connecticut YMCA, the Winsted Health Center, and is a member of the Winsted Rotary, where he previously served as president.
